Construction in "Phase 1" of NY Reopening Plan

Update: The Governor's office released a regional monitoring dashboard showing the current COVID-19 metrics by region.

Today Governor Cuomo outlined plans for a phased reopening of the state, with construction one of only two industries included in the "Phase 1."

The reopening will be data-driven, according to Cuomo, with each region required to meet certain targets before starting Phase 1. The complete set of targets appear to be under discussion, but will at least include:

  • 14 day decline in hospitalizations
  • 30% hospital bed and ICU bed availability
  • Testing and tracing in place
Downstate New York going to be more complicated. You can't do anything in New York City that you don't do in Suffolk, you don't do in Nassau, you don't do in Westchester.

He noted that in upstate regions like Central New York and North County construction may be able to start as soon as May 15th, when the "Pause" ends, assuming coronavirus cases continue to decline. On the other hand, Cuomo said "Downstate New York going to be more complicated. You can't do anything in New York City that you don't do in Suffolk, you don't do in Nassau, you don't do in Westchester."
